Magna Carta was a document, signed by the King John of England, that limited the power of the king (to raise new taxes) and granted some rights to nobles (not to be imprisoned without trial).

The impact was that it limited the monarch's power for the first time in history - and it started the trend of granting more and more rights to the population.
